Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate/award a sole-source contract with Carithers-Wallace-Courtenay LLC, to disassemble and assemble 22 workstations for the Defense Forensic Science Center (DFSC). All components of the workstations, including the wall panels, overhead cabinets and countertops, are fabricated by Herman Miller . It is sole source due to proprietary product distribution and service agreements with the workstation manufacturer, Herman Miller. The warranty will be voided if a non-authorized dealer handles the product. Herman Miller has preselected dealer authorized to sell, install, and maintain their products. Carithers-Wallace-Courtenay LLC (C-W-C) is the only authorized dealer within Metro Atlanta. No available alternative meets the required specifications for the U.S. Criminal Laboratory (USACIL) Mission and validation. The detrimental effect of employing another vendor would void of the warranty of the product in place. The authority for the non-competitive award is FAR 13.501(a) Sole Source Acquisition. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR Part 13 and Commercial Procedures in FAR Part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. . Interested concerns must show clear and convincing evidence that competition of this requirement, that Carithers-Wallace-Courtenay LLC (C-W-C) product is not proprietary, it would not void the warranty, and would be advantageous to the Government. If no affirmative written responses are received by 1100 hrs 7 April 2014, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
