Faremedia, specifically Metrocheks and SmartBenefits to support the BEP’s Public Transportation Incentive (PTI) Program

THIS REQUIREMENT IS SUBJECT TO AVAILABILITY OF FUNDS AS PER FAR CLAUSE 52.232-18. The Bureau of Engraving and Printing (BEP) intends to enter into a sole-source contract with the Washington Metropolitan Area Transit Authority (WMATA) for the purpose of purchasing faremedia, specifically Metrocheks and SmartBenefits. The period of performance will include a Base Period beginning October 1, 2008 through September 30, 2009, and four (4) additional one-year Option Periods, which may be exercised. The Sole-source determination is in accordance with FAR Part 6.302-1. The WMATA is the only locally funded entity authorized to plan, develop, build, finance and operate a transportation system within the National Capital Region (NCR). The WMATA transportation system, which consists of Metrobus, Metrorail and MetroAccess, currently covers the District of Columbia, the suburban Maryland counties of Montgomery and Prince George's and the Northern Virginia counties of Arlington, Fairfax and Loudoun and the cities of Alexandria, Fairfax and Falls Church. The faremedia that the WMATA currently uses in its transportation system is Metrocheks and SmartBenefits. Overview of the procurement: Executive Order 13150, "Federal Workforce Transportation", dated April 21, 2000 required Federal agencies to implement a "transit pass" transportation fringe benefit program in order to reduce traffic congestion and air pollution. Under this program, qualified Federal employees may receive faremedia (e.g. passes, tokens, farecards, or vouchers) for transportation on mass transit facilities in amounts approximately equal to their commuting costs, not to exceed the maximum level allowed by law [Currently the maximum amount allowed by law is $115.00]. In accordance with this authority the Department of the Treasury issued a Directive, Directive 74-10, "Public Transportation Program", dated November 3, 2000, which provided the policy, procedures and guidelines for its Bureaus and offices to establish such a program. As a result of this Directive, the BEP developed and currently operates and administers a Public Transportation Program for its employee within the NCR. Therefore, the BEP requires the purchase of Metrocheks and SmartBenefits from the WMATA to support this initiative and its program.
