The Department of the Treasury, Bureau of the Public Debt, intends to make a sole source award to the Washington Metropolitan Area Transit Authority (WMATA), 600 5th Street NW, Washington, DC 20001. The sole source determination is made in accordance with FAR Part 13.106-1(b)(2). In accordance with the Public Transportation Incentive Program, the purpose of this procurement is to provide fare media for use by the Community Development Financial Institutions Fund on the WMATA in Washington, DC. WMATA is locally funded, providing subway and bus services to the Washington, DC area. There are no alternative providers of this service operating in the Washington, DC area. Public Law 101-509, section 629, and Treasury Directive 74-10, establish a public transportation subsidy program for federal employees to encourage the use of public transportation. This synopsis is a notice of intent to issue award using other than full and open competition and should not be considered a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government. The Government intends to award an IDIQ for a base period and 4 option periods.
