V--Local ground transportation for the 32nd National Veteran Wheelchair Games (NVWG), Richmond VA

The Department of Veterans Affairs, VISN 6 Network Contracting Office, intends to negotiate a sole source contract with the Greater Richmond Transit System (GRTC), 301 East Belt Blvd, Richmond, VA 23224 to provide ground transportation in support of the 32nd National Veteran Wheelchair Games being held in the Richmond Virginia area from 24 June through 1 July 2012. The contractor shall provide 22 low-floor busses. Each bus shall be equipped to transport six to eight wheelchairs with remaining seats to be used for family members/coaches/special event staff and volunteers. Transportation will be provided daily for at least 550 - 600 disabled participants along with their special equipment and an estimated 6,000 family members/coaches, volunteers and event staff. On 24 June transportation shall be provided from Richmond International Airport to local hotels; on 25 thru 30 June, transportation shall be provided from local hotels to the Greater Richmond Convention Center (GRCC) and then to the various venues and social events scheduled during the week and back to the hotels at the end of the event days. Vehicles will operate continuously during scheduled event intervals. An event day is from 6:00am thru 11:00pm. The GRCC will be the primary pick-up/drop off point for transportation to and from the other event locations; and on 1 July transportation shall be provided from local hotels to the Richmond International Airport. Justification for this sole source procurement is in accordance with FAR 6.302-1(b)(1)(i), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
