V--FBO Annoucement SAO west $3K to $25K open market request for quotes available through vendor portal posting

Department of Veterans Affairs, Service Area Organization (SAO) West (consisting of VISN's 17, 18, 19, 20, 21, and 22) is transitioning to a Vendor Portal website to post open market request for quotations between $10,000.00 and $25,000.00, in accordance with FAR 5.101(a)(2) 2 - satisfying the requirements of 5.207(c). All responsible offers that are submitted timely will be considered by the agency. The information will be posted not later than the solicitation issue date, and will remain posted for at least 10 calendar days. Additionally, in accordance with FAR Part 13.104(b), the Vendor Portal will be used to solicit quotations from sources within the local trade area for procurements using Simplified Acquisitions Procedures between $3,000.00 and $10,000.00. Vendors may register for an account by going directly to the Vendor Portal at https://www.vendorportal.ecms.va.gov/. On the Vendor Portal homepage, there is a link to "request a user account". Upon submitting the request form, a vendor administrator will receive notification that a request has been submitted with instructions to "activate" the new user account. Vendors must print and sign the VA" Rules of Behavior" document and forward it to the appropriate authorizing agent. The VA "Rules of Behavior" document is available on the Vendor Portal home page. Vendor information is pre-loaded from CCR. If a contractor has an existing account they must ensure that all contact information is correct and up-to-date in the system.
