16--USPFO for Oregon intends to solicit and award a sole source contract to Avion Manufacturing to purchase AV-500-0001-6 USBF Electronics Subsystem, an upgrade to an existing system.

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT- National Guard Bureau, United States Property and Fiscal Office for Oregon (USPFO for Oregon), intends to solicit and award a sole source contract to Avion Manufacturing Inc, 75 Cooperative Way Wright City, MO 63390 to purchase AV-500-0001-6 USBF Electronics Subsystem (system 2007). This system is a specific upgrade to an existing Avion Blade Balancer used currently on the CH-47D Helicopters. The AV-500-0001-6 USBF Electronics Subsystem (system 2007) is used in conjunction with the Track and Balance Equipment. Only this upgrade will satisfy the safety and maintenance requirements outlined by the CH-47D maintenance manual. An upgrade to the existing system owned by the Oregon Army National Guard is more cost effective than to procure a new blade balancer system. This vendor is the sole manufacturer and distributer of this system upgrade and its accessories in the United States. This sole source requirement meets the conditions of FAR 13.106-1(b) (1); only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. Avion Manufacturing Inc. is the only known source that can provide this upgrade to current equipment. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement.
