M -- M-OMB Circular A-76: Department of Defense Public-Private Competition of Bulk Fuel Services performed by the Fleet and Industrial Supply Center located at Jacksonville, Florida

This information is provided in addition to the public announcement notice published 27 September 2007. The Competitive Sourcing Acquisition Center of Excellence (CSACOE), Naval Facilities Engineering Command, San Diego site, is hereby soliciting interested Industry representatives to participate in an Industry Forum scheduled for May 4, 2007, from 8:00 A.M to 2:00 P.M., Eastern Time. The Industry Forum will be held in Alexandria, VA. The intent of the Industry Forum is to receive Industry input on common business practices for the subject services, contract structure and any perceived impediments to a successful A-76 competition. Government representatives are currently scheduled to provide briefings on the following tentative topics: (1) Competitive Sourcing (A-76) Overview for a Standard Competition, (2) CSACOE overview, (3) NAVSUP Fuels Operations Overview, (4) Performance Work Statement (PWS) Overview, (5) Contracting Methodology, and (6) Question/Answer Session. This is a multi-function standard competition that involves the terminal operations, facilities maintenance, quality surveillance, and mission support. Those interested in attending the Industry Forum must e-mail a request to Cassey Sheppard at [email protected] and Samantha Darella at [email protected] no later than 1 May 2007. The request must include the company name, address, phone number, fax number, e-mail address, business status (small business or large business), company role (prime or subcontractor), list of attendees, and proposed topics for discussion. Once the requested information is received, directions to the forum will be provided. Industry representatives are encouraged to provide comments regarding how the Government can best package the work for the solicitation to achieve maximum savings and value.
