7A--Intent to Sole Source Notice for Advanced Systems Power Engineering, Inc. (ASPE

ASPEN ONELINER MAINTENANCE RENEWAL The Western Area Power Administration, Corporate Service Office intends to acquire on a Sole Source basis One Liner software maintenance licenses through Advanced Systems for Power Engineering, Inc. (ASPEN, Inc.) under the authority of Section 4202 of the Clinger-Cohen Act of 1996. WAPA presently has 50 licenses for the ASPEN, Inc. One Liner Program across its four regional offices and the Headquarters Office. The ASPEN, Inc. One Liner software is used to calculate short circuit current values for WAPA’s facilities and power distribution network in each of our Regions. The One Liner software maintenance licenses include program enhancements, bug fixes, telephone support, and access to ASPEN, Inc.’s website for the term of the 3 year maintenance contract. WAPA has standardized on the One Liner Program and invested many hours in developing and verifying the bus topology, transmission line models, and transformer models used in the One Liner software. The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES. Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency. Capability statements must be received within 5 calendar days after date of publication of this notice and shall include documentation on ability to satisfy the Government’s requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
