D--Satellite Service for BGAN Network

USPFO of Louisiana intends to award a sole source procurement to Segovia, Inc., 600 Herndon Pkwy Ste 200, Herndon, VA. The award will be made for the purchase of satellite service for the Broadband Global Area Network (BGAN )Terminal, local area code number assignment for phone service per BGAN terminal. This procurement is being made pursuant to 10 U.S.C. 2304(c) 1 and FAR Part 6.302-1, for other than full and open competition; only one responsible source and no other supplies or services will satisfy agency requirements. This is a follow-on contract. To establish a new service contract would result in additional cost associated with the activation of SIM cards, setting up the local area codes, as well as new equipment that would be required for a new vendor. In addition, satellite service requires testing and validation to meet the standards of the NGLA-JIM. Two previous requirements were competed, however Segovia provided the best value to the government in each instance. All qualified sources must respond not later than 21 March 2011, 1100 hours CST. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
