Subscription Services for the Department of Treasury The Office of Business Solutions Acquisition (OBSA); Treasury Operations Branch, intends to negotiate a sole-source acquisition for an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Dun & Bradstreet Inc. for D&B Investigate subscription service options with a need date of September 1, 2022. Select Department of Treasury Offices and Agencies require online subscription services to a database that provides the integration of intelligence feeds from commercial on a variety of actors of interest to Treasury. D&B Investigate’s unique database will allow Department of Treasury Offices and affiliated Agencies investigators to access information on more than 100 million businesses worldwide, including 38 million in the United States. The information contained in this database includes business information for credit, marketing, and purchasing decisions worldwide; compiled from millions of trade and bank transactions, federal bankruptcy filings, information from business owners, public utilities, and the offices of all the U.S. Secretaries of State. Dun & Bradstreet Inc. has developed and owns the propriety and patented hardware, software, and algorithms that are used in the sought subscription services. These products are specifically required for this acquisition; thereby Dun & Bradstreet Inc. has the sole unique technical and other resources required for this acquisition. D&B Investigate provides business profiles, financials, trade activities, directorships, shipping activity, business hierarchies and locations. Additionally, D&B Investigate can be used in a collaborative way that facilitates sharing of information across various users. D&B Investigate uses a range of sources including reporting from companies, direct outreach, and financial reports to create unique high quality, reliable, and current information that provides an exhaustive look into entities and businesses in a way that is vital to Treasury’s Office of Foreign Assets Control (OFAC) and Office of Intelligence and Analysis (OIA) specifically and is critical to ongoing investigations and targeting activities. A 12-month base period and four (4), 12-month option periods are contemplated for this acquisition. These services are currently in place under GSA Order 2032H322F00007. No solicitation package will be issued. This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 2:00 PM, EDT on May 20, 2022. Responses shall be submitted to Angela C. Ortiz at
[email protected]. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company Unique Entity Identifier (UEI) and CAGE Code; 3. Point of Contact, and secondary contact, information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the products mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
