The Department of Veterans Affairs intends to negotiate sole source commercial item procurement Chesapeake Data Systems to host and manage a secure web server to facilitate Clinical Lab Data and facility accreditation for VISN's. Chesapeake Data systems is the only identifiable responsible source that is capable of providing the training material, spreadsheets, accreditation and inspection reports and training module in the required timeframe. This vendor is the subject matter expert for the database content. Specific services needed are pathology and laboratory medicine, continued update and tuning of current program with recommended software changes to meet regulatory requirements in accordance with Clinical Laboratory Improvement Amendments '88 and Public Law 102-139. Contract will expand file structure to accommodate additional date fields to be electronically downloaded for contracted proficiency testing. Maintain remote access application through intranet. Chesapeake Data Systems developed the database and has been maintaining continuous development of the database as contractor has proprietary rights. The period of performance shall be for (1) one base year plus (4) four (1) year options. This proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302(b)(1)(i). This notice of intent is not a request for competitive quotes.
