SPECIAL NOTICE TO SOLE SOURCE: Agency: Internal Revenue Service (IRS) POC: Angela C. Gallo | email: [email protected] For: S&P 451 Subscription Services for the Office of Financial Institutions Policy (OFIP) The Office of Business Solutions Acquisition (OBSA); Treasury Operations Branch, intends to negotiate a sole-source acquisition in accordance with FAR 6.302-1 with S&P Global Intelligence, LLC for subscription services to 451 Research with the approximate start date of September 15, 2024. OFIP requires a subscription for a database for fintech news and information in order to stay up to date with the most recent trends, activity, and news in the fintech landscape. This database would provide OFIP with an abundance of data and information that is essential to the monitoring of the fintech landscape and digital payments market. OFIP is seeking a resource that provides SME fintech surveys, merchant payment surveys, US consumer fintech surveys, payments market monitors, US bank tech surveys, and global fintech funding data. The database must have areas of coverage align with those of OFIPs, such as payment processing, embedded finance, real-time payments, and alternative lending. OFIP is also seeking service reports every week, profiling fintech vendors, trends, and M&A activity, as well as technology and business reports that provide insight on fintech sectors, trends, and end user equipment. As the digital payments market changes drastically and new policies are implemented to regulate certain practices, it is critical that OFIP is aware of everything that is going on in the fintech landscape. There are no authorized resellers of this subscription service. A 12-month base period and two (2), 12-month option periods are contemplated for this acquisition. This is a new procurement. No solicitation package will be issued. This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 2:00 PM, EST on August 23, 2024. Responses shall be submitted to Angela C. Gallo at [email protected]. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No and CAGE Code; 3. Point of Contact, and secondary contact, information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the products mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
