Notice of Intent to Sole Source to ReOrg Research, Inc.

INTENT TO AWARD A SOLE SOURCE ORDER The Internal Revenue Service (IRS), on behalf of the Department of Treasury's Departmental Office's (DO) intends to award a sole source order to ReOrg Research, Inc. for ReOrg Research Subscription Services, a subscription to a global database that provides analysis of economic, legal, and financial developments in Puerto Rico and the U.S. Virgin Islands to include: Real-time news, commentary, and analysis (legal and financial) on issues affecting the distressed debt of Puerto Rico and the US Virgin Islands Immediate access to court and case data, PDF docket filings, and a calendar for all case hearings, court, and regulatory filings Email alerts on new filings The authority permitting a sole source acquisition is FAR 6.302-1– “Only one responsible source; or brand name specification.” Period of performance from March 27, 2024 through March 26, 2029 which includes one (1) 12-month base period, plus four (4) additional 12-month option periods. According to market research conducted, and a review of capability statements received from a Request for Information (RFI) the subscriptions available via ReOrg Research, Inc. are unique and no other source can provide them. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than December 21, 2023, 5PM EST. Responses shall be submitted to [email protected]. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company UEI number; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. 6. A discussion of your business status, size, and recognized category (e.g. small, 8(a), Woman-owned, etc.) It is your responsibility to demonstrate how your product(s) is capable of providing the same text, scope and information that exists in Reorg’s uniquely comprehensive subscription services. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product cable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
