The U.S. Department of Housing and Urban Development (HUD) intends to solicit, negotiate and award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract to The Bank of New York Mellon, 101 Barclay Street, 8 East, New York, NY 10286 for Pool Processing Agent services. The services to be provided include the support services of processing and issuance of Mortgage Backed Securities (MBS) fully or partially guaranteed by the Federal government. The Contractor shall act in the role of Pool Processing and Certification Agent (PPA), Central Paying and Transfer Agent (CPTA), Platinum Trustee, and Multiclass Information Agent in performing services such as; 1) process pool loan packages and issue securities; 2) provide operation and maintenance of various Ginnie Mae pool management systems; 3) conduct multiclass securities services; 4) provide helpdesk services; 5) conduct and/or attend conferences and training regarding Ginnie Mae MBS; 6) provide further development, modernization and enhancement of current Ginnie Mae systems; 7) make payment to loan issuers; 8) collect guaranty fees due to Ginnie Mae; and 9) other MBS services related to Ginnie Mae's single class and multiclass MBS programs, new securities and initiatives. These tasks require the ability to develop and provide the necessary IT services to adequately support ongoing securities processing functions and provide uninterrupted support to major systems modernization and new development initiatives. This contract award will be for an IDIQ contract with task orders that are issued on a Fixed Price (FP) and Time & Material (T&M) basis. The anticipated period of performance is for a 12-month Base Period and three (3) 12-month Option Periods, for a total of 4 years. The North American Industry Classification System (NAICS) code for this requirement is 523110, Investment Banking and Securities Dealing. The applicable Size Standard is $7 million. The Product Service Code (PSC) is R710, Financial Services. Services are being procured under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
