Notice for a Sole Source Contract to be awarded to provide continuity of service for TMA's Health Care Services for Puerto Rico during the phase-in period for the new contract

THIS IS NOT A REQUEST FOR PROPOSAL OR A REQUEST FOR QUOTATION; IT IS A NOTICE OF THE INTENT TO NEGOTIATE AND EXECUTE A SOLE SOURCE CONTRACT WITH THE CURRENT CONTRACTOR IN ORDER TO PROVIDE ADEQUATE TIME FOR THE PHASE-IN OF THE NEW FOLLOW-ON CONTRACT. The Office of the Assistant Secretary of Defense (Health Affairs), TRICARE Management Activity (TMA), Contract Management Division (CMD), Aurora, Colorado, seeks to negotiate and execute a sole source contract consisting of six one-month option periods for TRICARE overseas health care services as set forth under the existing contract TRICARE Puerto Rico Contract (TPRC) Contract Number H94002-04-D-0003 with Humana Military Health Services Inc (HMHS). The periods of performance for this extension are as follows: Option Period 7 - August 1, 2010 through August 31, 2010; Option Period 8 - September 1, 2010 through September 30, 2010; Option Period 9 - October 1, 2010 through October 31, 2010; Option Period 10 - November 1, 2010 through November 30, 2010; Option Period 11 - December 1, 2010 through December 31, 2010; and Option Period 12 - January 1, 2011 through January 31, 2011. These services include the development, management, and administration of a managed health care system for all TRICARE Prime beneficiaries residing in the Commonwealth of Puerto Rico. Services performed under the contract include the development, management, and credentialing of provider networks, support services for optimization of the direct military health care system, health care medical and clinical management services, help desk customer services for TRICARE beneficiaries, and health care quality management support.
