The U.S. Department of Housing and Urban Development (HUD) intends to award a sole source to the Board of Governors of the Federal Reserve System located at 20th Street and Constitution Ave, N.W., Washington, D.C. 20551-0001 to support and pay for the cost of operations and maintenance cost in accordance with the Memorandum of Understanding (MOU) between HUD and FFIEC and their six (6) voting members. This action is mandated by law under the HMDA Act, 12 U.S.C., Section 2801. The Home Mortgage Disclosure Act (HMDA or the Act), 12 U.S.C., Section 2801 et.seq., aims to provide the citizens and public officials of the United States with sufficient information to enable them "(i) To help determine whether financial institutions are serving the housing needs of their communities: (ii) To assist public officials in distributing public-sector investment so as to attract private investment to areas where it is needed; and (iii) To assist in identifying possible discriminatory lending patterns and enforcing antidiscrimination statutes." Under the Act, the FFIEC is charged with annually compiling aggregate data by census tract for depository institutions, as well as producing "tables indicating, for each primary metropolitan statistical area, or consolidated metropolitan statistical area that is not comprised of designated primary metropolitan statistical areas, aggregate lending patterns for various categories of census tracts". The lending pattern data in those tables are required to be "grouped in according to location, age of housing stock, income level, and racial characteristics". These data and tables "shall be made available to the public". Pursuant to amendments to HMDA made by the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act). The Consumer Finance Protection Bureau is charged with providing staff and data processing resources to the FFIEC to enable it to carry out these objectives. The FFIEC, in consultation with the Secretary of HUD is also charged with "implementing a system to facilitate access to data required to be disclosed under HMDA, Section 304," and the FFIEC is charged with providing disclosure statements to financial institutions. The period of performance is 1/2/2019 - 12/31/2019. The NAICS code is 525990 and the size standard is 32.5 million per annum. This notice is not a request for competitive quotations. However, any firm that believes it can meet these requirements may submit a written response via email to Darlene Pope at the email address below by 12:00 PM Eastern Standard Time by December 14, 2018. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government. If no responses are received, HUD will proceed with the sole source award to The Board of Governors Of The Federal Reserve System.
