The Department of Veterans Affairs, Network Contracting Office (NCO) 17 intends to award a firm fixed price services contract to Sysmex America, Inc., of Lincolnshire, IL, to provide a cost per reportable test result (CPRR) lease for Sysmex hematology equipment located in three facilities located in the North Texas Veterans Healthcare System (NTVHCS) in Dallas, Ft. Worth, and Bonham, TX, operated by the Pathology & Laboratory Medicine Service for the Dallas VA Medical Center, Ft. Worth VA Outpatient Clinic Laboratory, and Bonham Sam Rayburn Memorial Veterans Center. The lease will provide for Monday -Friday maintenance service and all reagents, supplies, controls, calibrators, cuvettes, buffer, consumables and maintenance for these items: 0001: ONE SYSMEX XN 9000 TO INCLUDE 1 XN 9000,6-PART DIFFERENTIAL IN DALLAS; ALSO INCLUDES 1 WAM FRESH START SOFTWARE UPGRADE - UPGRADE TO LATEST SOFTWARE VERSION OF 1 CELLAVISSION DI 60. ALSO INCLUDES 1 TS500, RENEWAL OF LEASES; 1 TS CONVERSION PACKAGE, UPGRADE TS 500 TO MAKE COMPATIBLE TO XN 9000. 0002: FUNDING FOR OVERAGES. 0003: ONE EACH SYSMEX XN 1000 IN FORT WORTH TO INCLUDE 1 XN 1000, 6-PART DIFFERENTIAL HEMATOLOGY ANALYZER AND WAGON (CART) FOR THE XN 1000 AND 1 WAM FRESH START SOFTWARE UPGRADE. 0004: ONE EACH SYSMEX XN1000 IN BONHAM, 6-PART DIFFERENTIAL HEMATOLOGY ANALYZER AND WAGON (CART); INCLUDES 1 WAM FRESH START SOFTWARE UPGRADE TO LATEST VERSION. The requesting location is Dallas VA Medical Center, 4500 S. Lancaster Rd., Dallas, TX, 75216-3400. NAICS 532490 applies. The statutory authority permitting other than full and open competition is 41 U.S.C.253 (c) (1), as implemented by Federal Acquisition Regulation (FAR) subpart 8.405-6 (B) only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The described contract will provide for meeting recurring needs for hematology testing services for VA patients in the North Texas area, and only Sysmex can fulfill this requirement. No other company is expected to respond to this requirement. Period of performance shall be from the date of award and will extend for 12 months hence with one, one-year option period. This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers. No solicitation package is available. However, any qualified vendor that determines it can meet the government's requirements may give written notification through e-mail to the Contracting Specialist, Jerry Hyndman, of The Arcanum Group, at [email protected] no later than August 3, 2015, at 12:00 PM CT. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
