This is a Special Notice issued by the Federal Housing Finance Agency (FHFA) as a means of conducting market research to invite interested sources to participate in the Agency's pre-solicitation industry day for its requirement for legal support services. FHFA is conducting market research to gain an understanding of the market's capabilities to provide these services and gather information that can be used to formulate a procurement strategy for this requirement. A pre-solicitation industry day will be held 10:00 am local time on July 19, 2016, at FHFA's headquarters facilities located at Constitution Center, 400 7th Street SW, Washington, DC 20219. Refer to Attachment A for directions to this location. Vendors that wish to attend the pre-solicitation industry day shall send an email to

Attendees shall arrive at least 30 minutes prior in order to clear security. All visitors require a government issued ID for security processing/clearance. Background and Description of the Requirement: FHFA was created on July 30, 2008, when the President signed into law the Housing and Economic Recovery Act (HERA) of 2008 to regulate and supervise the Federal National Mortgage Association (Fannie Mae), the Federal Home Loan Mortgage Corporation (Freddie Mac) (collectively, the "Enterprises"), and the Federal Home Loan Banks (FHLBs) (collectively, the "Regulated Entities"). This requirement is to provide legal support services to the FHFA as Conservator of the Enterprises and as regulator of the Regulated Entities in connection with new litigation matters, to which FHFA is a party, whether as claimant or defendant, including cases against the Enterprises in which the Conservator intervenes. The types of legal support will also generally fall into legal advice and technical direction on the applicability of various financial services regulation law, including but not limited to federal and state legislative regulatory advice, general corporate law [including but not limited to, securitization; securities, derivatives, and commodities; antitrust; insurance regulation, and corporate governance], and executive compensation to the actions of the GSEs and/or FHFA. Firms may respond even when their expertise concentrates in a specific area; therefore, as part of their response firms shall clearly identify their area(s) of expertise. •· The firm's size status for North American Industry Classification System (NAICS) number: 541110, Office of Lawyers, size standard $11 million in revenue. Firms uncertain of their size status, can visit see the Small Business Administration's site for more details: http://www.sba.gov/content/table-small-business-size-standards . •· Suggested pricing structures, incentives, or any other best practices the FHFA should consider when drafting its solicitation. •· Suggested ways to assess contractor quality during performance. •· Address additional information the firm would require to successfully respond to a formal solicitation such as specific historical data. •· The firm's submission shall not exceed seven pages, excluding cover page and table of contents. The font shall be greater than or equal to Times New Roman 12. Firms shall NOT include any non-disclosure restrictions; state their submission is for evaluation purposes only; or submit other similar restrictions. FHFA is conducting market research and may share firms' inputs with others to develop a potential, future solicitation. Such restrictions eliminate that utility.
