Selection of an Audit Firm for the performance of the Financial Audit of the MCC Funds managed by Agence MCA-Morocco, the Financial Audit of the Covered Providers and the Compliance Audit Missions RFP/QCBS/MCA-M/PP-13/CIF-COMPACT On November 30, 2015, the Government of the Kingdom of Morocco concluded a second cooperation program (Compact II) with the United States Government, represented by the Millennium Challenge Corporation (MCC), with the objective to improve the quality of human capital and land productivity. The budget allocated by MCC to Compact II, which came into effect on June 30, 2017, amounts to 450 million dollars, to which is added a contribution of the Moroccan Government of a value equivalent to at least 15% of the American contribution. The global budget will finance, over a period of five years, two projects, namely "Education and Training for Employability" and "Land Productivity", the implementation of which has been entrusted to the Millennium Challenge Account - Morocco (Agence MCA-Morocco). By way of this specific procurement notice, Agence MCA-Morocco requests proposals to procure the services of an Audit Firm to carry out the Financial Audit of the MCC Funds managed by Agence MCA-Morocco, Financial Audit of Covered Providers and Compliance Audit Missions. The detailed description of the services to be provided is included in the Terms of Reference of the Request for Proposals ("RFP"), which describe the nature, tasks and obligations of the Consultant, as well as the services to be provided. The RFP is open to all eligible entities ("Consultants") who wish to bid. Agence MCA-Morocco will award a contract for the three audit periods defined below. Each period will run from the start date of notification of service order by Agence MCA-Morocco to 90 calendar days after the final report deliverable is completed, on-call included. However, the decision to activate any Option Periods will be at the entire discretion of Agence MCA-Morocco which reserves the right not to activate such Option Periods.
