NAICS Codes: 541330, Size standard is $16.5 million. This is not a request for proposal, nor will a solicitation package or bidder/plan holder list be issued. There are no solicitation documents available. This procurement is subject to the availability of funds. The Government is under no obligation to award a contract as a result of this announcement. This is a request for SF 330's Architect/Engineer Qualifications packages only. The VA will shortlist the firms utilizing the SF330 form and interviews will be conducted with at least 3 firms based on the outcome of the scoring. FAILURE TO CLEARLY ADDRESS ALL LISTED EVALUATION CRITERIA AND INFORMATION REQUIRED BY THE SUBMISSION REQUIREMENTS WILL RESULT IN REJECTION OF SF330. Selection criteria will be in accordance with FAR 36.6 and VAAR 852.236.6, which is included in ATTACHMENT 2: Evaluation Factors. Description The VA is seeking qualification packages and past performance information from offerors interested in providing professional architect and engineering services at Hershel Woody Williams VA Medical Center located in Huntington, WV to design the Construct Wellness and Integrative Medicine Center. This project is for a 30,000 square foot comprehensive Wellness and Integrative Medicine Center as a free-standing, new structure of a 3-story building, not physically connected to the existing main campus. The existing Physical Medicine and Rehabilitation Service (PM&R) will relocate into the new space. The project is intended to provide use of the new space to fully implement an integrative medicine approach to whole health, disease prevention, and health promotion. The A&E shall comply with VA Program Guide PG-18-15 for A/E Submission Instructions for Minor Construction Program regarding schematics, design development, and construction documents. Architect/Engineer (AE) shall provide preliminary design sketches and associated costs for a minimum of two separate physical locations for VA consideration, showing access to site, parking, and possible building size scenarios. AE may select a third location as an option. VA will select the primary location after meeting with all parties to confirm and realize all elements prior to design. AE shall provide geotechnical services in each alternative and perform core drills with surveying as required to support the intended design proposal. AE will incorporate local utility tie-ins as required. Parking lot for 120 new spaces. Design a 10 percent deductive alternate into project; this may require additional drawings to adequately describe for bidders. Plan for several days on site during the initial stage to receive VA ideas, then meet again for preliminary and/or conceptual models the next day. Provide construction period services, shop drawings and submittals review, answer questions and answers, provide appropriate responses to RFI s, construction progress site visits, and as-built drawings. The design shall provide for a covered front entrance for patient drop offs and pick-up, combined waiting and reception areas, bariatric patients, meeting space and classrooms, a space for activities relating to daily living for the home environment, such as bath, bedroom and kitchen, and cart transfer. Prosthetics and Sensory Aids Service will also be relocated. Group Therapy space, a 3/4 size gym with high ceilings including a walking track and suspended walking track with locker spaces for the gym shall be provided for patients. A separate locker area and break room area for all employees. An outdoor area for seating and education shall also be considered in the design. A rear, one bay dock area for loading/unloading and storage space, a place for dumpster, and emergency generation shall also be considered. Access to the site and parking shall also be provided with full civil utility support. A fully functional healthy teaching kitchen is needed to enhance the Diabetes program and the MOVE! weight management program by providing cooking demonstrations and classes to Veterans; the space should also have live stream capability on social media, and/or to satellite outpatient clinics. Expanding access to services such as physical therapy, occupational health, and complementary and alternative therapies, directly support the VHA goal of transforming from a problem-based disease care system to a patient-centered health care system, in addition to providing integrative and complimentary pain management therapies to patients. Integrate utilities from the main facility such as OIT, patient Wi-Fi, fire alarm, etc. Provide elevators and integrate VA security measures for the space as well.
