The Department of Veterans Affairs, Network Contracting Office (NCO 2) intends to award a sole source contract to Fellenzer Engineering LLP, 22 Mulberry Street, Suite 2A, Middletown, NY 10940 under the authority of 41 U.S.C 253-c-1, as implemented in FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Fellenzer Engineering LLP is to furnish professional A/E services to update the campus wide electrical one-line diagram, update the arc-flash calculations and provide new labels for all existing electrical panels as required for the VA NJ Health Care System, at the East Orange and Lyons Campuses. Period of Performance: The period of performance is 140 calendar days from award notice. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement no later than Wednesday, January 8, 2020 at 3:00 PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed requirement upon receipt of responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. After Wednesday, January 8, 2020 at 3:00 PM EST, if no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Fellenzer Engineering LLP. The Government believes the services outlined in Scope of Work below cannot be provided by another firm within a timely and practical manner. Fellenzer Engineering LLP prepared the designs for the 2012 Facility Wide Arc Flash Study at the VA NJ Health Care System, East Orange and Lyons Campuses. VA NJHCS currently intends to complete a minor project (561-19-201) to update the Facility Wide Arc Flash study originally performed in 2012. Fellenzer Engineering LLP will update the previously prepared designs. Fellenzer Engineering LLP has unique capabilities to provide the Government s requirement within a timely and practical manner. The Government believes that it would be highly unusual for another design professional to take on the aforementioned responsibilities. In the scope of work, A/E professional services are required to a complete as-built package for the electrical one-line diagram and a detailed ARC Flash Risk Assessment of both the VA East Orange and Lyons NJ Campus power systems at VA NJ Health Care System, East Orange and Lyons Campuses but not limited to: 1. The A/E shall examine the existing conditions and incorporate all campus changes. a. Specifically noted at the East Orange Campus are the 7+ major projects that have been completed since the 2012 Facility Wide Arc Flash Study. It is understood that these projects were completed but didn t include ARC-Flash calculations. b. Specifically noted at the Lyons campus is the various building alterations and electrical and equipment upgrades that were completed since the 2012 Facility Wide Arc Flash Study. It is understood that these projects were completed but didn t include ARC-Flash calculations. 2. The A/E will inspect each power panel for any unauthorized modifications, alternations, and improper installation that affects safety and security of such equipment. List of deficiencies will be generated and submitted to the owner with recommendations and corrections plan 3. The A/E will prepare Arc-Flash labels for all power panels installed, updated or replaced since the 2012 ARC Flash study was completed, and shall install the updated labels for all facility wide panels as required for the panels to be in agreement with the results of the new study. 4. The A/E shall provide final Arc-Flash calculations for all known and discovered power panels on the campus. At the completion of the project, it is expected that all electrical panels requiring Arc-Flash labeling shall have the correct label applied indicating the required safety procedures necessary for the operation and service of the panel in accordance with the latest NEC code. 5. The A/E shall provide, after initial project completion, four years of services to the East Orange and Lyons campus. The work shall include, but not be limited to the following main items: a. An annual visit to both of the campuses and investigation/assessment of any new electrical improvements, b. Updates to the Arc Flash study and one-line diagrams c. Arc-Flash Labeling This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes.
