--Aerial surveys and data processing to acquire a full waveform airborne LiDAR (Light Detection and Ranging) data set over a 121 Sq Km study site on the Naches River in Naches, Texas utilizing a Riegl Q560 mid-range full wave laser scanner.

Notification is provided of the intention of the US Army Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) to issue a sole source award for a firm fixed-price simplified acquisition procurement purchase order to Terrapoint USA Inc located in The Woodlands, Texas under authority of 10 U.S.C. 2304(c)(1). This order is to purchase services of aerial surveys and data processing to acquire a full waveform airborne LiDAR (Light Detection and Ranging) data set over a 121 Sq Km study site on the Naches River in Naches, Texas utilizing a Riegl Q560 mid-range full wave laser scanner. Government will have exclusive use of software to view and manipulate the LiDAR data provided as a result of these services. Full W aveform LiDAR acquires data at 60k pts/second and 2048 samples per second. The surveys required provides the ability to acquire topographic data at a scale that is sufficient to delineate vegetation boundaries at the top of the canopy and the bare earth m odel for fluvial wetland features. This data is required to allow researchers to reconstruct the actual surfaces encountered by the instrument and not false surfaces often interpolated with other non-waveform LiDAR instruments and post processing.
