6550--Notice of Intent to Sole Source: Survey Linearity and Calibration Kits - Washington DC VA Medical Center

Veterans Affairs Network Contracting Office 5 (NCO 5) intends to negotiate on a sole source basis with The College of American Pathologists, utilizing an open market procurement tool for a Firm Fixed-Price (FFP) contract. The purpose for this FFP contract is to provide Survey Linearity and Calibration Kits to meet proficiency testing needs for the Washington DC VA Medical Center. The equipment is required to keep the Washington DC VA Medical Center Pathology and Laboratory Service in compliance with accreditation requirements. The NAICS code for this contract action 541380 - Testing Laboratories and Services (SBA Size Standard: $16.5 Million). The Product Service Code for this action is 6550 - In Vitro Diagnostic Substances, Reagents, Test Kits and Sets. Based on market research, The Department of Veterans Affairs has deemed that The College of American Pathologists (CAP) is an accrediting agency and their calibration verification kits are recognized as sufficient for continued accreditation. CAP meets the need for CLIA compliance and other directives mandated by VHA Handbook 1106.01 - Pathology and Laboratory Medicine Service (PALMS) Procedures. CAP is the sole source that offers the complete test menu to meet the VA s need. This notice of intent is not a request for quotations; Interested parties may express their interest by providing a capabilities statement no later than Monday, February 6, 2023 at 12:00 pm ET. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required equipment. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If by February 6, 2023 no viable responses have been received in response to this announcement, Dept of VA shall negotiate solely with The College of American Pathologists. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information.
