D--Notice of Intent to Sole Source Accounts Receivable Management System Provider Reimbursement Optimization (ARMS PRO) Third Party Billing Software, System Upgrade and Maintenance Support

Under Statutory Authority 40 U.S.C. 501 and 41 U.S.C. 251 the VA Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with BRSi, L.P DBA Benefit Recovery Specialist to provide system software, system maintenance and upgrades to the existing custom Accounts Receivable Management System Provider Reimbursement Optimization (ARMS PRO) electronic billing and collection system for the Captain James Lovell Federal Health Care Center (FHCC). The contractor will complete a system upgrade to include the Medical Service Account Module (MSA) so that National Oceanic and Atmospheric Administration (NOAA), Public Health Service (PHS) and Coast Guard (CG) transactions can be accounted in addition to providing the appropriate 1080 Form. The contractor will also provide Program Analysis Support, Training, Claims Processing Fees, System Maintenance, Hosting Server Maintenance, and Other Health Insurance Discovery and Verification Services for which BRSi, L.P DBA Benefit Recovery Specialist is the sole (only) sales and service source in North America. This acquisition is conducted under the authority of 41 U.S.C. 1901 Simplified acquisition procedures as implemented in FAR 13.501, only one responsible source and no other supplies or services will satisfy agency requirements. This will be a firm fixed price contract for one base year and four option years. The NAICS Code is 541511. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service to the Contract Specialist by 10:00AM (CST) 07/13/2017. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Officer will proceed with the sole source negotiation with the BRSi, L.P DBA Benefit Recovery Specialist.
