Microsoft Technical Support for Marine Corps Intelligence, Surveillance, and Reconnaissance Enterprise (MCISR-E)

This is a notice of intent to sole source a procurement under FAR Part 12 Acquisition of Commercial Items and FAR 6.302-1 Other Than Full and Open Competition – one responsible source. The applicable NAICS Code is 541511. The USMC Regional Contracting Office – National Capital Region (RCO-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to Microsoft Corporation of One Microsoft Way, Redmond, WA 98052-8300. The acquisition is a follow-on effort for Marine Corps Intelligence, Surveillance and Reconnaissance Enterprise (MCISR-E) Portal Project Phase 3 in support of the Marine Corps Intelligence Activity, Quantico Marine Corps Base, VA. The previous effort was Phase 2. The effort uses proprietary Microsoft operating system and source code. As a result, only Microsoft is capable of providing real time, on call incident and engineering support based on full understanding and access to the source code. This notice of intent is not a request for competitive quotes; however a firm that believes it can meet the requirement shall provide a capability statement to the Contracting Officer. Capability statements, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government.
