Department of Veterans Affairs Veterans Health Administration April 27, 2021 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Veterans Health Information Exchange Partner Onboarding and Sustainment (Direct Messaging and Exchange) Bridge Contract 36C776-21-Q-0281 INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC), intends to award a short-term bridge contract on a sole source basis with Perspecta Enterprise Solutions, LLC for VA Veterans Health Information Exchange to continue support for interoperability and health information sharing between the VA and other federal agencies. This effort is for partner onboarding and sustainment for VA s Exchange and Direct Messaging. The purpose of this contract is to act as a stop gap measure while VHA works on a follow-on acquisition. The performance period will be for three months. The current performance period expiration date is June 28, 2021. REQUIREMENT: The Veterans Health Administrations (VHA), Program Contracting Activity Central (PCAC) requires a contractor to provide technical support services to include partner outreach support, partner onboarding support, production validation support, and sustainment support for new and existing Community Health Care Providers. A program requires elements of program management, test and sustainment, and technical support. ADMINISTRATIVE: The VHA, PCAC intends on awarding this contract pursuant to the authority of FAR 13.501, only one responsible source and no other supplies or services will satisfy agency requirements. It is anticipated that a single award, firm-fixed-price contract will be awarded in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13.5. The applicable NAICS code is 541512 with a size standard of $30 million. DISCLAIMER: This notice of intent to is not a request for competitive quotes. Any response to this notice must show clear and convincing evidence that the responding company can meet the requirements of the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
