Service & Support Agreement for SMAART Medical Picture Archiving & Communication System

The Great Plains Area Indian Health Service hereby submits a notice of intent to award a sole source, firm fixed price Contract for a commercially available off the shelf (COTS) service & support agreement for the Picture Archiving and Communications System equipment to SMAART Medical Systems, Inc., a small business; Period of Performance will be from Date of Award through December 31, 2020 and each option year to start on the 1st of January of each year and run until December 31st of each year for the Base plus four option year contract; The Contract is to acquire service and support for the (PACS) Picture Archiving and Communication Systems within Indian Health Service Health Care Facilities throughout the Great Plains Area in North and South Dakota; The total estimated value of the Contract is estimated to be around $524,014.00; This sole source contracting action is pursuing a waiver from competing this requirement based upon FAR 8.405-2 based upon the application of FAR 8.405-6(a)(1)(i)(B); This is based upon intellectual property copyright holder of the Picture Archiving Communications System owned by the company; Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of agency standardization, data center standardization, and network security; The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement.
