Learning Management System (LMS)

NOTICE OF INTENT TO SOLE SOURCE The Department of Defense Education Activity (DoDEA) hereby submits a notice of intent to award a firm-fixed price, sole source contract pursuant to FAR 13.106.1 (b)(1) and the provisions of FAR 13.5 for the Learning Management System (LMS). The award is for a ten (10) month base period, starting 8 September 2019, and five (5) one-month option periods, for an estimated contract value of $238,431.00. This is necessitated due to the Government's requirement to have at least a 10 month transition period for proper data migration (see determination notice for more details - posted with this notice). This notice hereby constitutes a synopsis of the options included in this requirement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Department of Defense Education Activity school system. The determination not to compete this proposed contract action is solely within the discretion of the Government. A competitive follow-on procurement is being planned as this action represents an interim solution. The Government will not be responsible for any costs incurred by responding to this notice.
