The General Services Administration (GSA), Office of Human Resources Management (OHRM), Talent Development Center of Expertise intends to issue a sole source purchase order to Oracle to acquire the need to continue providing GSA On-line University (OLU) Learning Management System (LMS) services. The OLU must have a LMS platform to deliver learning services. GSA employs approximately 12,000 Government employees and 5,000 contractors in the Central Office, Washington, D.C., and 11 regional nationwide locations (Boston, MA; New York City, NY; Philadelphia, PA; Atlanta, GA; Chicago, IL; Kansas City, MO; Ft. Worth, TX; Denver, CO; San Francisco, CA; Seattle, WA; Washington, DC) with various smaller offices across the nation and abroad. GSA Online University is currently hosted on the Learn.com Learning Management System (LMS) platform. This hosting contract is expiring on September 30, 2015. GSA is soliciting a contract with a LMS provider to host its On-Line University to continue providing learning activities to its employees and contractors. The OLU supports GSA OHRM needs and their stakeholder's learning requirements by providing an enterprise-wide system to manage on-line training, instructor led training, individual development plans, and competency management. This Performance Work Statement (PWS) documents current requirements for the support of the GSA OLU LMS current system configuration. 1. OBJECTIVES The LMS is integral to capturing the necessary data elements on the GSA workforce that would aid in the identification of areas where required training or continuous learning requirements are not being met. The OLU LMS mission is to support a blended learning approach to employee learning and development and managing training from enrollment through course completion. The continuance of the current OLU LMS configuration is key to current and future education, training, and development requirements that facilitate learning and complete required administrative requirements in a single system while providing an efficient platform to increase our Return on Investment (ROI) for human capital management and development. Through the services offered under this contract, the Government expects to realize the following objectives: Implement an enterprise-wide training model through a single, centralized LMS that supports GSA current and future education, training, and development functions Reduce the costs of providing GSA's training and development services by avoiding duplicate costs for tracking and recording training activities, managing training records, producing mandated reports, and funds disbursement 2. SCOPE The Contractor shall provide an enterprise-wide LMS supporting the continued delivery of the learning activities via an electronic learning environment to support the GSA OLU and employees' workplace learning and development needs. The scope of this effort includes providing services and support for the continued delivery of an enterprise-wide LMS capable of managing the training process and activities from one centralized integrative system that: • Registers attendees • Contains an enrollment feature with waitlist capability • Monitors enrollment • Tracks funding • Records graduation/course completion • Provides testing and assessment tools that output basic data analysis exportable to spreadsheets • Provides survey tools that output basic data analysis exportable to spreadsheets • Provides collaboration among users • Includes robust competency management capabilities to allow: o Creation and modification of competency titles and descriptions o Creation and modification of competency levels o Creation, definition, and modification of job roles o Weighing of competencies in job roles o Assignment of competencies to job roles o Nesting of competencies o Assignment of proficiency levels for a competency to a job role o Identification, assignment, creation, and modification of job series and grades o Importation of competency assessment results from other systems o Support of 3rd party competency model data / definitions o Incorporation of an Individual Development Plan (IDP) o Addition of recommended training interventions to employee IDP o Automatic updates of satisfaction of training requirements o Creation of competency assessment o Creation of competency assessment questions o Creation and modification of subordinate assessments o Assignment of user permissions, competencies, and assessments o Provision of skills gap and competency analysis o Capture of developmental assignments/details • Supports Human Capital Planning • Includes full interface/integration with existing systems (Comprehensive Human Resources Integrated System (CHRIS) / CHRIS Training Documentation System (TDS) Module, etc.) • Meets the Office of Personnel Management's (OPM) Enterprise Human Resources Integration (EHRI) training, tracking, and reporting requirement (CHRIS TDS) • Provides integrated metrics for measuring return on investment (ROI): (i.e., comprehensively measures end user satisfaction; the level of learning accomplished; the impact of learning on job performance; the impact of learning on the accomplishment of the business direction and goals of an organization; and the overall return on investment of the LMS and learning initiative) • Includes a reporting feature that provides user-friendly graphical user interface, menu-driven, customizable, printer-friendly canned reports with charts that are accessible by end-user (i.e., training administrators, supervisors, and managers) such as: o Number of users that have completed a particular course(s). Need to be able to display course and user profile info to include but not be limited to the following: First Name Last Name Email Region Org Code Course Title Course Start Date Course End Date Score o Number of users who have started a particular course(s) o Number of courses in the LMS o Total number of course completion by course(s) o Total number of active users and inactive users o Total number of users who have accessed course(s) o Course(s) accessed by date range, by user, and by group o Course usage, including duration per course o Number of courses completed by venue (i.e., online, instructor-led, blended) during a specified period of time o Historical trend data comparing courses completed over a specified period of time o Competency reports on skill gaps in numeric and graphic representation o Tracking of skill gaps over time o Filtering of competencies and job roles o Comparing training progress to skills gaps o Searching for employees by competency o Mapping of current competencies / skills of employees against competency / skill requirements for target jobs The OLU users include personnel with GSA's Central Office staff offices, Services (Federal Acquisition Service and Public Building Service) and 11 Regional offices located across the U.S. and its territories, including places outside the continental U.S. Ongoing contractor support of the LMS platform is critical to continuing OLU delivery of learning and development in an electronic learning environment..
