The Department of Homeland Security, Office of Procurement Operations, intends to issue a contract by other than full and open competition in accordance with FAR 6.302-1 to the Council for Excellence in Government, 1301 K St, NW, Washington, DC 20005-3317. DHS intents to award a contract to CEG to develop a Homeland Security Transition Plan. Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. No solicitation is available; therefore, requests for such a document will be considered invalid responses. A determination by the Government whether to compete this proposed requirement is solely within the discretion of the Government.
