Notice of Intent to Sole Source Personnel Actions, Payroll, and Benefits (PP&B)

The Transportation Security Administration (TSA) intends to contract using other than full and open competition for human resources services related to personnel actions, payroll, and benefits (PP&B). Accordingly, the TSA intends to award a contract to Deloitte Consulting LLP, 1919 N Lynn Street, Arlington, VA 22209. This contract will address the requirements of Human Capital Operations to support the mission to recruit, hire and maintain a well-qualified workforce to ensure the protection of the nation’s airports, railways and other hubs of transportation. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
