Notice of Intent to Sole Source

USCIS intends to award a negotiated sole source contract to FMP Consulting, 2900 South Quincy Street, Suite 200, Arlington, VA 22206 in accordance with Federal Acquisition Regulation (FAR) 6.302- 5(b)(7), sole source awards under the WOSB Program. This acquisition requirement is for the continued support of a newly, highly integrated end-to-end (e2e) Human Resources Information Technology (HRIT) solution in support of Consultant Transition Support Team for USCIS, Human Resource Operations Center (HROC). The North American Industry Classification System (NAICS) code is 541612 and the size standard is $15.0 million. This notice of intent is not a request for proposal or a solicitation for offers and is posted for 15 calendar days. No solicitation package will be available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received by 4:00 pm EST, September 5, 2018, the contract will be issued without further notice. A determination by the Government not to compete this contract is based on this notice and is solely within the discretion of the Government. Based on the complexity of this project, it is imperative to have FMP Consulting's transition support team that not only understands HRIT system implementation, has extensive knowledge of HROC's current HR processes/policies, and HR systems. FMP Consulting transition team possess the critical knowledge necessary to represent the human resources (HROC) function while cross coordinating with USCIS' Office of Information Technology Program Manager to translate the current state systems map into a future state architecture. FMP Consulting will mitigate program risks and ensure the best interests of Human Capital & Training (HCT)/HROC from the human capital perspective and new e2e HRIT solution. For the last three years, FMP Consulting conducted an assessment of USCIS' entire suite of HRIT systems for HROC. The assessment included a comprehensive look at the current systems (formal and informal), technology, data, and processes, as well as options for migrating, replacing, and/or developing customized solutions that might fill any gaps. FMP Consulting's previous intimate experience with both HCT/HROC and all aspects of this initiative across the full spectrum of requirements, make them uniquely suited and qualified above any other potential service providers. The importance of this initiative coupled with the scope of the capital investment being made to completely redesign the entire agency's Human Capital Business Systems (HCBS), mandates USCIS safeguards and mitigates any and all risks that would prevent USCIS achieving anything other than a complete success for USCIS and the Department.
