The U. S. International Trade Commission (USITC or Commission), intends to make an award, on a sole source basis, to Rising Edge Analytics LLC, 9822 Limoges Dr, Fairfax VA 22032-1118 (UEI: H423XC1RRVJ9) under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Commission is seeking to procure consultant services from an individual who can serve as a technical expert witness in the area of computer networking. This individual would have to read the patents at issue in Inv. No. 337-TA-1391, consult with the Investigative Attorney regarding the invention described in the patent at issue, and provide opinions on at least: (1) the state of the technology at the time of the invention and (2) any infringement reads, and would prepare written declarations and/or testimony subject to examination by others. Dr. Robert Simon of Rising Edge Analytics LLC have been identified as a sole provider of these services required by the commission. Please see attached Justification and Approval for further details.
