Request for Comments on SOW for the Financial Management Capacity Development Initiative

The United States Agency for International Development (USAID) Mission Ukraine is seeking comments on the attached Statement of Work (SOW) for the FINANCIAL MANAGEMENT CAPACITY DEVELOPMENT INITIATIVE (FMCDI). USAID invites comments to strengthen the SOW in anticipation of a Request for Proposals. USAID may revise the SOW based on comments received, but it is not obligated to do so. Comments may be submitted until January 24, 2014, 11:59 p.m. Eastern time. Comments must be submitted to Ms. Julie Ota, Regional Contracting Office/Ukraine, at [email protected]. This is not a formal Request for Proposals. The USAID Mission in Ukraine anticipates making an award to a U.S. 8(a) firm or small business and will inform potential offerors of the Request for Proposals for the FMCDI through a Pre-Solicitation Notice that may be issued in the future. This notice does not constitute an obligation or endorsement by USAID to proceed with the FMCDI. Responses to this request for comments are not binding on the U.S. Government and do not obligate USAID to issue a Solicitation, nor does it commit USAID to pay any cost incurred in the preparation and submission of comments.
