SOLE-SOURCE PROCUREMENT for Phase II of TIGER Grant Administration and Grantee Performance Tracking Application On a SOLE-SOURCE basis, the U.S. Department of Transportation (USDOT), Office of the Secretary, Office of Infrastructure Finance and Innovation (OST-P-40) plans to acquire contract support from Deloitte in order to complete Phase II of an ongoing process and systems/application development project supporting the Transportation Investment Generating Economic Recovery ( TIGER) program. TIGER provided a unique opportunity for the U.S. Department of Transportation to invest in road, rail, transit and port projects that promise to achieve critical national objectives Starting in 2009, Congress dedicated $1.5 billion for TIGER I, $600 million for TIGER II (2010), $550 million for TIGER III (2011), and $500 million for TIGER IV (2012) to fund projects that have a significant impact on the Nation, a region or a metropolitan area. The first round of TIGER was pursuant to the American Recovery and Reinvestment Act of 2009, abbreviated ARRA (Pub. L. 111-5), commonly referred to as the Stimulus or The Recovery Act, and provided for capital grants for transportation infrastructure development, focusing on job creation aspects. The second round of TIGER included both capital and planning grants, and the third and fourth rounds of TIGER provided for capital grants. Applications were evaluated through a competitive process by technical and professional experts at DOT, and project benefits were analyzed to ensure that limited funds were spent most effectively. The TIGER programs use rigorous, multi-modal selection criteria and the results of economic analysis to select projects and track the effectiveness of TIGER investments through focused project-specific performance measurement plans. During the several rounds of TIGER, P-40 has received more than 7,500 applications and awarded 218 grants, for a total of $3.1 billion. Deloitte has provided management and systems support as a partner with U.S. DOT on the TIGER project from the inception of the program, contributing to its success by supporting strategic planning, pre-application and application receipt and processing, and grantee award and post-award data management processes for all four rounds of the TIGER Discretionary Grant Program. Deloitte has unique and unsurpassed knowledge of this project, having provided program management and technical support to the TIGER Program for all existing TIGER rounds and completed development of Phase I of a new comprehensive data management application. For Phase I, Deloitte designed, built, and begun the implementation of a number of custom developed applications to serve as a permanent and universal repository for all TIGER Grant application and evaluation data. Deloitte has assisted with the developments of the metrics and the process for obtaining the data allowing for their measurement and evaluation as the program emphasis has moved from job creation to long term sustainability and community development, P-40 recognizes that a single source to Deloitte is rational, prudent, and warranted given that (1.) Phase II was only excluded from modification 0002 to call #2011-Z-008 because of the expiration of BPA No. DTOS59-06-A-00050 in 2012, (2.) Deloitte was the approved vendor to complete the full delivery originally scheduled to conclude on June 30, 2013, and (3.) a delay in funding of the planned work for Phase II would add time/materials/labor costs to the delivery schedule. In Phase II, Deloitte will finalize all custom development and data migration from other sites within the DOT operating environment, will complete OST dashboard development-thereby allowing consolidation, gathering, and analysis of application and grantee data, while providing the required implementation and end user education and support P-40 requires from a multimodal tracking application. Such support is required by a program that achieves this enhanced information sharing and reporting in order to facilitate shorter response times for inquiry and encourage robust data collection and management from applicants, grant administrators, and grantees. Maintaining a relationship with Deloitte is the most efficient and cost-effective way to complete ongoing development and implementation, averting any retraining and duplication of effort required by bringing in new contractors in mid-development/implementation. Additionally, given the known timeframes for (a) issuing new network and security credentials, (b) being properly debriefed and gaining an understanding of system/application requirements, and (c) required delivery by June 30, 2013 OST feels that completing the scope with the current contractor is warranted and necessary. Moving forward, Deloitte will provide data consolidation and further development of the grant tracking application for analyzing, archiving, researching, and reporting on information derived from grant applications and agreements processed during the four rounds of TIGER Discretionary Grants. It is crucial that OST P-40 partner with Deloitte since the incumbent contractor possesses all required network accounts, clearances, and administrative rights, as well as the institutional and historical knowledge of general DOT/OST technological environments, architecture, and applications. Moreover, the incumbent is aware of, has documented for purposes of the TIGER program, and has incorporated into its work already performed, OST's business rules, as well as the policies and procedures specific to the TIGER Program. Deloitte's personnel currently in place have longstanding relationships with offices across DOT, whose consultation is needed to implement an information technology solution that is useful for the Department. Furthermore, Deloitte's possesses specific knowledge of TIGER technology infrastructure, system requirements, and DOT IT operations required to complete OST P-40's goals.
