Enhancements to GIS Tools and Methods for Mapping American Community Survey Estimates and Data Quality Information

Under the Authority of Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302 , The U.S. Census Bureau intends to contract with George Mason University, on a sole source basis to provide professional services of a senior scientist with specialization in Geographic Information Systems (GIS) technology, to improve the GIS software tool to facilitate the mapping of American Community Survey estimates, and to provide consultation and feedback for users of the GIS Tool by the American Community Survey Office. Provides guidance and assistance with extensive experience, in teaching introductory, mid-level, and technical GIS concepts and applications, mentoring and advising in all aspects of GIS technology, Spatial Statistical Analysis with GIS, Spatial dimensions of detailed characteristics of population and housing , and extensive experience in making presentations at conferences to audiences of GIS users. The period of performance for this requirement will be from date of award through December 31, 2013. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing and other pertinent information that demonstrates their ability to meet the U. S Census Bureau needs. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 7 days of the publication of this synopsis, a contract may be issued to George Mason University , without further notice.
