GIS Tools for Mapping American Community Survey Estimates and Data Quality Information

Under the Authority of Federal Acquisitions Regulation, Far Part 6, Subparts 6.301 and 6.302, The U.S. Census Bureau intends to contract with Dr. David Wong, with George Mason University, on a sole sources basis to conduct the research that improves the development, interpretation, and understanding of maps of estimates from the American Community Survey (ACS). The Census Bureau requires educational material support the use of the ACS data products by all Census data users, from novice to expert, including users of Geographic Information Science (GIS) technology. It is believed that Dr. Wong is the only source to provide the needed services due to his extensive experience as a university professor in teaching geography, statistics/spatial analysis and geographic information systems technology. Dr. Wong expertise lies in spatial statistical analysis with GIS, spatial dimensions, spatial epidemiology, public health and teaching undergraduates GIS concepts. His prior experience and expertise in development and research will enable him to provide the immediate assistance required. The period of performance for this award will be from September 1, 2010 through December 31, 2011. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing and other information that demonstrates their ability to meet the Census Bureau's needs. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 13 days from the publication of this synopsis, a contract may be issued to Dr. David Wong, without further notice.
