99 -- Materials Signature Exploitation and Non-conventional Exploitation Factors Database

The National Geospatial-Intelligence Agency (NGA) intends to award, on a sole source basis, a Cost Plus Fixed Fee (CPFF) type contract with Cortana Corporation for technical services/upgrades to the Materials Signature Exploitation Program (MSEP) and Non-conventional Exploitation Factors(NEF) database. This contract will include a base year and four option years. Specific items to be performed include: (1) MSEP/NEF Database measurements, modeling, and research and development, (2) integration of spectral libraries, and (3) validation and verification of database information. This effort involves a need for a short-term delivery and will require working in a sensitive, compartmented environment.
