74--Notice of Intent to Award a Sole Source Purchase Order to the Crowley Company

Notice of Intent to Award a Sole Source Purchase Order for a One-Year Preventative and Software Maintenance Agreements for Two (2) Mekel Mach VII Microfiche Scanners. The U.S. Environmental Protection Agency?s Office of Acquisition Management intends to award a sole source, fixed-price purchase order on behalf of the Office of Chemical Safety and Pollution Prevention?s Information Management Division (IMD). The purchase order will be issued under the authority of FAR Part 13.106-1(b)(1), to The Crowley Company in order to procure software and preventative maintenance service plan renewals for existing Mekel equipment. The purpose of this procurement is to obtain both a one year preventative maintenance and a one year software maintenance plan for each of two (2) Mekel Mach VII microfiche scanners. The agreement will cover the following existing equipment: Equipment Serial Number Mekel Mach VII microfiche scanner 100902 Mekel Mach VII microfiche scanner 101003 The Crowley Company is the sole manufacturer of the Mekel product line and, as such, has the exclusive copyrights, patents, and/or trade secret ownership of those products. EPA believes that there are no third party vendors authorized to provide the services required of IMD. NO SOLICITATION FOR QUOTES IS AVAILABLE FOR THIS PROCUREMENT. Notwithstanding, any firm that believes it is capable of meeting the requirements as stated herein, may submit a firm fixed price quote by 1:00 PM ET on Tuesday, 7 April, 2015 for consideration. A determination not to compete the purchase order based upon the responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses must be sent via FedConnect.
