Notice of Intent to Award a Sole Source Purchase Order for Intellectual Property and Sci-Tech Information (STN data system) The U.S. Environmental Protection Agency (EPA), Office of Acquisition Management (OAM) intends to award a sole source, fixed-price, purchase order for the Office of Chemical Safety and Pollution Prevention (OCSPP), Office of Pollution Prevention and Toxics (OPPT) under the authority of FAR Part 13.106-1(b)(1), to Chemical Abstract Services (CAS) in order to procure a one-year renewal license for Intellectual Property and Sci-Tech Information on the STN data system. The EPA requires a 12-month subscription to the CAS STN data system. This database system will allow the Agency to perform data gathering searches used to determine health risks with respect to certain chemicals and the risks associated with chemical structures. The period of performance will be from October 1, 2012 to September 31, 2013. It has been determined that CAS is the only know source for the storage of this type of data. No other source has been located that can provide the quality and robust nature of the data which is necessary to meet the governments requirements. NO SOLICITATION FOR QUOTES IS AVAILABLE FOR THIS PROCUREMENT. Notwithstanding, any firm that believes it is capable of meeting the requirements as stated herein, may submit a firm fixed price quote by 2:00 PM ET on Wednesday, August 22, 2012 for consideration. A determination not to compete the purchase order based upon the responses to this notice is solely within the discretion of the government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government.
