D -- Technical Services to Research and Develop Programming Methods for the Enhancement of Current NIST Web Based Applications

The National Institute of Standards and Technology (NIST) intends on entering into a sole source simplified acquisition with Prometheus Computing LLC, New Market, MD, under the authority of FAR subpart 13.5 Test Program for Certain Commercial Items for information technology services. This procurement is to continue development and to maintain the following existing NIST Software Systems: 1) NIST Calibration Check Standards Database, 2) NIST Bibliography Database, and 3) The NIST EEEL RFID Inventory Database. This software was developed at NIST and Prometheus Computing LLC has knowledge and experience with NIST processes which are considered to be essential in performing this work. Examples of the processes include the following: the NIST calibration process; the ERB to build and maintain this application which manages the WERB process at NIST; and RFID technologies and the inventory process, and NIST applications that it must interface with. This work requires experience and familiarity with the Java Environment, and in particular: the Spring Framework, Webservices and Portlets, Workflow Engines, AJAX, CVS/TRAC software version control system, Tomcat server, Rules Engine Drools, Ruby on Ralis, and Javascript. Experience in Database Management Systems such as MySQL, PL/SQL, Oracle, and SQL Language Programming is required. Experience in RFID Technologies such as Smart Tags (and their uses), RFID Readers (and their operation), and RFID Reader Programming Interfaces is required. Experience in UML Design Tools is required, and the contractor must have used it on model development. Additionally, NIST Calibration Services work is essential. The contractor must be familiar with the various calibration services at NIST and the processes each area uses to store, retrieve, and analyze their calibration data. Also, the contractor must have experience in the calibration process at NIST, and familiarity with calibration data, in format. The sole source determination is based on the Contractor's unique expertise and detailed knowledge and experience in maintaining and developing the existing NIST software systems. It is anticipated that a purchase order consisting of a base period of one year two one year option periods will be awarded to accomplish this work. This notice of intent is not a request for competitive quotations; however, other sources that believe they can satisfy NIST's requirement may submit a capability statement to the Contract Specialist identified below on or before the response date for this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government whether to complete this proposed contract based upon responses to this notice is solely within the discretion of the Government. If no affirmative responses are received by the response date of this notice the Contracting Officer will proceed with the award to Prometheus Computing, LLC.
