Intent to Sole Source-IITF Tropical Montane Disturbance and Land-atmospheric Interactions

Synopsis: The USDA Forest Service intends to issue a firm fixed price, sole source award to Van Beusekom, Ashley Elizabeth, DBA AVB Science, 1546 18th Ave NW Saint Paul, MN, 55112-5547 for Tropical Montane Disturbance and Land-atmospheric Interactions. This procurement is being conducted under FAR Subpart 13.106-1(b)(1). This work will examine the response of tropical forest ecosystems after natural and man-made disturbance, using long-term data from a ceilometer, ozone and climate measurements, satellites, and manipulative experiments before and after Hurricane Maria in the Luquillo Experimental Forest of Puerto Rico. The contractor has worked as a scientist for the last six years developing the datasets and computer codebases that will be used in this research, and since 2010 in collaboration with the International Institute of Tropical Forestry (IITF) in developing and delivering research on Puerto Rican ecosystems. It is more advantageous to the Government to enter in a contract services with the contractor for a maximum of twelve (12) months. The anticipated award date is June 18, 2021. The North American Industry Classification System (NAICS) for this requirement is 541715 and the size standard is $1,000 employees. A solicitation will not be issued.
