Under the authority of FAR 13.106, the USDA FS International Institute of Tropical Forestry intends to award, on a sole source basis, a Firm Fixed Purchase Order (PO) with one 6-month base period and an option for an additional 6-month period. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to solicit and award a sole source contract under statutory authority in accordance with both 41 U.S.C. 253(c)(1) and FAR 13.106-1(b)(1)(i). The anticipated period of performance will be from on or about 22 Apr 2021 thru 21 Oct 2021 as the one 6-month base period with an additional one 6-month option period. Market research was performed and shown to support the sole source determination. See attached sole source justification regarding additional information for this determination. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
