The U.S. Army Corps of Engineers, Baltimore District, intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1)(i), with CSDVRS, LLC DBA ZVRS, Stratus Video to perform Video Remote Interpreting Service. Service shall be used for frequent, sporadic, last-minute, short in duration or urgent needs requiring immediate interpreting services when it is not feasible to have an on-site local interpreter. All interpreters must be nationally certified (RID or NAD) (according to state law) unless there is an agreement with both parties (interpreter/deaf client). Additionally, the interpreter will need to adhere to all state licensing statutes, if applicable. Calls must be secure (privacy protocol), have a fast connect time (quick access/immediate availability) to a qualified interpreter, and clear video and audio quality. The NAICS code is 541930 with a small business size of $7,000,000.00. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency before the intended award date. A determination by the Government not to compete this proposed action is based upon the excessive cost to the Government in replacing current Government requirement and is solely within the discretion of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement.
