THIS IS A NOTICE OF INTENT-The proposed contract action is for systems training services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1).

This notice is issued in accordance with Federal Acquisition Regulation (FAR) section 5.201 to notify the public of a proposed contract action. The North American Identification Classification System (NAICS) code is 541990 All Other Professional, Scientific, and Technical Services. The SBA size standard is $17M. The proposed contract action is for systems training services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The U.S Agency of Global Marketing (USAGM) intends to contract by means of other that full and open competition and enter into a sole source contract with HA Design Group, LLC. The statutory authority permitting other than full and open competition is 41 U.S.C.253(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled “3304(a)(1) sole source specifications, which reads in part, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” The Voice of America’s TV Operations Directorate has a requirement for a Digital Validation and Implementation Team of Trainers to provide testing, validation, documentation, training and deployment support for current and new systems, upgrades, and workflows. These systems include: DaletPlus Enterprise News Production and Newsroom Control System (NRCS), Dalet Galaxy, Dalet HD RadioSuite, Adobe Creative Cloud, High-Definition Video, COMREX, eQuip VJ catalog system, and other new digital, social media and CMS software and systems including Broadcast Bionics. USAGM also requires part time support on an as needed basis in the research and evaluation of video cameras, lights, and microphones, and training on best practices in shooting, lighting and audio field production. These services are in support of VOA’s international TV, radio, digital and social media broadcast teams in VOA’s Language and Central Services, supporting Operations Staff, other USAGM elements including TSI and IBB. VOA is transitioning the current Dalet and Digital training contractor team to personal services contract (PSC) positions as authorized as the current contract expires on 9/24/2022. Due to the length of time for security clearances, VOA requests a sole source contract with the current company (HA Design, LLC) as a bridge contract to have continuity of operations until the PSCs are fully on board. Continuation of these services are essential as upgrades to existing tv and radio software systems and Service training and launches of these new systems are underway. USAGM is under a deadline to fully implement these new systems as the current ones will be phased out and will no longer be supported. Additionally, with the continuation of remote work, the trainers will continue training government personnel on remote workflows to continue our broadcast schedule without interruption. Because of the mission criticality and urgency of this requirement, only one source will be solicited. The knowledge base and familiarization of the current radio and TV roll out, VOA systems and workflows cannot be properly transitioned on such short notice. It would take a new team 3-4 months to get up to speed and negatively impact critical USAGM software support deadlines and VOA broadcast schedules. The Period of Performance is: Base Period: 9/25/22- 12/24/22 estimated at $123,000.00 Optional period 1: 12/25/22-3/24/23 estimated at $125,000.00 ; Option Period 2: 3/25/23- 6/24/23 estimated at $125,000.00 and Option Period 3: 6/25/23-9/24/23 estimated at $125,000.00.
