Notice of Intent for Other than Full and Open Competition for Contract Modification

Date of issue: June 14, 2016 Notice of Intent for Other than Full and Open Competition Solicitation Number: 306-2016-FAIDA- 136 Notice Type: Special Notice Agency: US Agency for International Development (USAID) Office: Overseas Missions Location: USAID/ Afghanistan, Kabul USAID/Afghanistan intends to negotiate a non-competitive modification of contract number AID-306-C-00-11-00531(Financial Access for Investing in the Development of Afghanistan (FAIDA)) with Chemonics International, Inc., 1717 H Street NW, Washington, DC, 20006. The above contract was awarded to Chemonics International, Inc., based on full and open competition, on February 7, 2011. The primary objective of the contract is creation of jobs within the micro, small and medium enterprises (MSMEs) through developing a sustainable, diverse and inclusive financial sector throughout the country. The purpose of the modification is for a continuation of the provision of technical assistance to banks and microfinance institutions, support to the Afghan strategy for digital financial inclusion and enhancing Afghan regulatory capacity. The modification will extend the period of performance of the contract by six months from August 6, 2016 to February 5, 2017 and the estimated cost of this extension is expected to exceed the simplified acquisition threshold. USAID/Afghanistan intends to negotiate non-competitively with only one source (Chemonics International) under the authority of USAID Acquisition Regulation (AIDAR) 706.302-70 (b) (3)(i) which states that “An award for which the Assistant Administrator responsible for the project or program makes a formal written determination, with supporting findings, that compliance with full and open competition procedures would impair foreign assistance objectives, and would be inconsistent with the fulfillment of the foreign assistance program”. This is not a request for proposals. However, the Government may consider all expressions of interest received within fifteen (15) calendar days after date of publication of this notice. A determination not to compete this proposed contract modification based upon responses to this notice, if any, is solely within the discretion of the Government. Information or responses received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Therefore, any r esponses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to USAID and would not hinder USAID/Afghanistan’s objectives.
