The Defense Threat Reduction Agency (DTRA) intends to award a sole source Firm Fixed Price (FFP) contract to the Joint Stock Company (JSC) Far Eastern Factory "Zvezda" for the dismantlement of Russian Federation (RF) Delta III-class Nuclear Ballistic Missile Submarine (SSBN) Hull #393 and the elimination of the submarine's associated submarine-launched ballistic missile (SLBM) launchers under the Nunn-Lugar Cooperative Threat Reduction program. All work will be performed in Russia. Under this effort, Zvezda will provide for the elimination of the submarine-launched ballistic missile (SLBM) launchers in compliance with the Conversion or Elimination Protocol of the New Start Treaty and partial dismantlement of the associated SSBN. The scope of work includes eliminating the SLBM launchers per the physical elimination procedures of the New START Treaty, defueling the reactor, and may include other actions up to and including completion of ship dismantlement and scrapping. The anticipated award date is December 31, 2012. The statutory authority for this non-competitive action is derived from 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation(FAR) 6.302-1, Only One Responsible Source.
