This is a Notice of Intent to Sole Source announcement only. This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. Purpose and Objectives: Network Contracting Office (NCO) 10, is issuing a notice of intent to pursue a non-competitive procurement with Barclay Water Management, Inc. (Small Business) for a Monochloramine Systems Water Management service contract. Barclay Water Management, Inc. has been determined as the only responsible source in accordance with procedures prescribed in FAR 13.5 and the anticipated contract action is hereby publicized in accordance with FAR 5.101 and 5.203. The purpose of this notification is to communicate the Governments intent to solicit and award a non-competitive contract for the Monochloramine Systems Water Management services at the Cincinnati VA Medical Center. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS/QUOTES. The Cincinnati VA Medical Center requires a base year plus four one-year options as a Firm Fixed Price contract with Barclay Water Management, Inc. to provide the required services described herein. NAICS code is 561210 Facilities Support Services Size Standard is $41.5 Million. Product Service Code is J046 Maintenance, Repair, & Rebuilding of Equipment Water Purification & Sewage Treatment Equipment This non-competitive award is implemented by FAR 13.501, as it has been deemed that only one source is available to meet this specific requirement. The Government intends to procure this sole source requirement under FAR Parts 12 and 13.5. Market research has revealed this contractor is the only source capable of providing these services. Therefore, the Government intends to procure these services on a sole source basis from Barclay Water Management, Inc. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capabilities statement, which, if received within three (3) days of the date of this posting, will be considered. All information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
