J041--Notice of Intent to Sole Source Remote Monitoring and PMI for Centrifugal Chillers

The Michael E. DeBakey VA Medical Center (MEDVAMC) intends to negotiate a sole source firm-fixed priced Task Order with one large business, Johnson Controls, Inc. at 507 E. Michigan Street in Milwaukee, Wisconsin 53202. The procurement is for Johnson Controls, Inc. s Smart connected monitoring services for remote monitoring, maintenance, inspection and reporting to the centrifugal chillers, cooling towers, condenser pumps, primary and secondary pumps, cool water storage tank pumps, and variable frequency drives at the MEDVAMC at 2002 Holcombe Boulevard in Houston, Texas 77030. This contract action is for services for which the Government intends to procure from one source through the General Services Administration, Federal Supply Schedule contract number GS-06F-0060P under the authority of Federal Acquisition Regulation 8.405-6 (a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Interested parties may identify their interest and capability in response to this notice. Johnson Controls, Inc. is the only contractor capable of providing the proprietary Smart remote monitoring services. The North American Industry Classification System for this requirement is 561210 with a small business size standard of $41,500,000.00.THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer by 11:00 A.M., Central Standard Time, on Wednesday, July 15, 2020 in order to establish the ability of the source to meet this requirement. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Office will proceed with the sole source negotiation with Johnson Controls, Inc. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the attached Draft Statement of Work.
