THE PURPOSE OF THIS NOTICE IS TO CONDUCT MARKET RESEARCH: The Department of Homeland Security, Federal Law Enforcement Training Centers' (FLETC) Artesia, New Mexico, facility is conducting market research to determine the feasibility of combining three existing service contracts into a single contract. Each of these contracts is currently being performed by three different small business concerns and have a total combined value of approximately $1 million per month. The contract numbers and a brief description of work for each of the existing contracts are as follows: 1. HSFLAR-15-C-00001: Facility Support Services: Period of Performance: Facility Support Services currently provides program management, logistics support, janitorial services for training and office areas, facilities maintenance, grounds maintenance, bio-waste services, materials, parts and supplies for FLETC Artesia. Solicitation No. (RFP) HSFLAR-14-R-00003. 2. HSFLAR-17-D-00002: Student Support Services: Currently provides transportation, recreation, fleet support, drivers training and firearms support, uniform and equipment issue, educational aid, materials, parts, supplies for FLETC Artesia. Solicitation No. (RFP) HSFLAR-17-R-00001. 3. 70LART18APFB00001: Transportation Services: Currently provides motor coach services to/from airport for incoming and outgoing students. Solicitation No. 70LART18QPFB00026. Currently, the Facility Support Services maintenance, janitorial, logistics and warehouse employees are under a Collective Bargaining Agreement with the International Union of Operating Engineers, Local 953, AFL‐CIO, effective dates October 1, 2018 to September 30, 2021. Current Wage Determination is CBA-2015-8231 Revision 3 dated 10/23/2018. Employees of the Student Support Services contract have voted to unionize with International Union of Operating Engineers (IUOE), Local 953, 151 Pennsylvania Street, Albuquerque, NM 87108. There is currently no Collective Bargaining Agreement in place. All other employees' wages fall under the applicable Service Contract Act wage determinations for Eddy County New Mexico. If all of the services were to be combined into a single contract, it would likely be in the form of a single-award Indefinite Delivery Indefinite Contract (IDIQ) and would likely be competed utilizing FAR Part 12 and FAR Part 15 procedures. NAICS Code 561210, Facilities Support Services, with a size standard of $38.5M would be applicable. FLETC would consider competing the requirement under the auspices of the DHS Procurement Innovation Lab (PIL) and utilize innovative procurement techniques to compete this requirement. FLETC wants to understand the feasibility of combining these requirements and any impact it would have on the ability of small businesses to compete. We want your honest and candid feedback as it will play a significant role in our procurement planning decisions for Fiscal Year 2020. FLETC welcomes all businesses-large and small-to provide their thoughts on the following questions: 1. With regards to past performance, would your company be able to show a past performance record of performing all of these services in any single contract as a prime contractor? If not, please tell us why and what type of past performance you could show as a prime contractor. 2. Is your company capable of providing all of the services required should these three contracts be combined into a single-award IDIQ? What makes you think so? 3. If you are a small business, would you partner or subcontract with another business or businesses in order to meet the requirements? Whatever your answer, we would like to know why and whether or not the business or businesses would be large or small. 4. Is there anything that would limit your company's ability to compete for these services if they were combined into a single-award IDIQ contract? 5. Does your company have experience with collective bargaining agreements? Please provide thoughts on managing collective bargaining agreements in a remote area like Artesia, New Mexico? 6. If you are a small business, would the potential dollar value of the award affect your classification as a small business? 7. Do you have any other feedback for FLETC with regards to the idea of combining these contracts into a single-award IDIQ contract? We would like to hear from you by Tuesday September 10, 2019 so that we can begin planning for Fiscal Year 2020.
